Normalization is the term used to describe how you break a file down into tables to create a database. There are 3 or 4 major steps involved known as 1NF (First Normal Form), 2NF (Second Normal Form), 3NF (Third Normal Form) and BCNF (Boyce-Codd Normal Form).
